Introduction: What is e-Khata for Rural Properties in Karnataka?
The Karnataka government is launching a major update for rural land records. It's called e-Khata for rural properties. This is for people who own land in gram panchayat areas, including unauthorized properties. The aim is to bring 95 lakh properties under record and start tax collection.
This step is being done through a digital platform called Panchatantra 2.0. It helps gram panchayats issue documents like Form 11B. This new system will help people get legal land records and make it easier to pay tax.
If you are a rural landowner, real estate agent, or work at a Sarkari Seva Kendra, this guide is for you. Keep reading to learn who can apply, what problems are there, and how to check if your village is covered.
How to Apply for e-Khata in Village Areas?
If you have land in a rural area, you can apply for e-Khata through your gram panchayat office. The government will issue a digital land record. This will be done using the Panchatantra 2.0 software.
To apply, you will need:
- Land ownership papers or sale deed
- Aadhaar card
- Property tax receipt (if available)
- Application form (available at panchayat)
You will receive a Form 11B if the land is unauthorized. The final e-Khata will be generated after verification.
Some villages are also using drone surveys under the SVAMITVA scheme. If your village is listed, the process is faster. Ask your local panchayat if the survey is done.

What is Panchatantra 2.0 and How Does It Help?
Panchatantra 2.0 is a software used by Karnataka's gram panchayats. It keeps all records online. Over 1.45 crore properties are already added.
The system helps with:
- Issuing e-Khata and Form 11B
- Collecting property tax
- Linking Aadhaar and property
- Giving online services to villagers
More than 5,900 gram panchayats use this tool. It collects over ₹560 crore in tax every year. The app also supports mobile use, so field staff can check data during site visits.
If you are a CSC agent or gram panchayat employee, you can log in to Panchatantra 2.0 using your ID. You may need biometric login or digital signature.
What is Form 11B in Karnataka Land Records?
Form 11B is for unauthorized properties in gram panchayat areas. It is issued when the land does not have a regular record.
With Form 11B, owners can:
- Register their land under e-Khata
- Pay taxes legally
- Avoid future legal problems
- Apply for services like water or electricity
If you have a B-Khata, the government is now using the same idea in rural areas. The final goal is to bring all land under tax.
Ask your gram panchayat if your site is eligible for Form 11B.
What Are the Problems with e-Khata Rollout?
The project is big, but there are challenges. The main problems include:
- Legal issues with old laws (like the 2015 amendment)
- Delay in e-Swathu system, which stores land info
- Staff training and computer issues in villages
In the past, the e-Swathu project also had delays. Now, the government is trying to fix those gaps using Panchatantra 2.0.
Villagers should check if their property is listed. If not, ask when the drone survey will be done. You can also use the SVAMITVA card if already issued.
How to Check If Your Village is Covered Under SVAMITVA?
The SVAMITVA scheme uses drones to map land in villages. In Karnataka:
- Drone survey done in 13,787 villages
- Over 9.85 lakh SVAMITVA cards issued
If your village is in the list, you may already have a land map. Visit your panchayat or Sarkari Seva Kendra to check status.
